Crafted from the Handbook: Reinforced Sniper's Leather Coat which is learnt together with Handbook: Sniper's Leather Coat. You require the "Professional Rank Garments" profession in order to learn this handbook (see Crafting and Leatherworking).
The Coat is an ok item, however since this is only a level 50 item and requires a Colonel's Symbol and an Essence of Demon to create, it's lifespan and cost may not be too appealing.
